11月6日，上海市副市长、闵行区区委书记陈宇剑会见了英国培训与高等教育认证（ATHE）首席执行官亚历克斯.伯克斯（Alex Birks）一行。双方就上海在建设国际经济中心、金融中心、贸易中心、航运中心、科技创新中心的进展，ATHE及PTA-ATHE®国际薪税师项目、人工智能项目在全球以及在上海的最新发展情况和发展战略进行了深入交流。上海市人力资源和社会保障局副局长李炜、上海市人力资源和社会保障局二级巡视员、人力资源市场管理处（国际合作交流处）处长林华、闵行区副区长杨辛、区委办主任张宁勇、区人社局党委书记沈萍、南虹桥党委书记张雄、总经理彭秀峰等陪同会见。英国培训与高等教育认证（ATHE）中国办公室负责人、财才网CEO张成等参加会见。ATHE，英国培训与高等教育认证，是经Ofqual英国资格与考试监督管理局（署）批准的专业教育认证机构，在包括英国、中国、印度、巴基斯坦、阿联酋等35个国家共有200多个学习中心。管理包括PTA-ATHE®国际薪税师、人工智能等项目。PTA-ATHE®国际薪税师，是指从事个人收入管理（薪酬管理、私人财富管理）及个人收入相关税费管理的专业人才。目前共包括PTA-ATHE®国际薪税师（全科）资格证书、PTA-ATHE®国际薪税师（人力资源管理）资格证书、PTA-ATHE®国际薪税师（金融与税收管理）资格证书、私人财富管理资格证书、私人财富税收管理资格证书、PTA-ATHE®国际薪税师能力水平评价（初、中、高级）证书。在中国，首部《国际薪税事务服务规范》团体标准及上海市市场监督管理局、上海市人力资源和社会保障局批准的上海市地方标准《薪税事务服务规范》均明确从事薪税事务服务工作宜持有PTA-ATHE®国际薪税师证书。

ATHE, Awards for Training and Higher Education, is a professional education accreditation body approved by Ofqual, the Office of Qualifications and Examinations Regulation in the UK. It has over 200 learning centers in 35 countries, including the UK, China, India, Pakistan, and the UAE. ATHE manages programs such as PTA-ATHE, AI and etc.PTA-ATHE Payments and Tax Agents refers to professionals specialized in personal income management (payments management, private wealth management) and related tax administration.
